                    LEGISLATIVE BUDGET BOARD    Austin, Texas      FISCAL NOTE, 83RD LEGISLATIVE REGULAR SESSION            March 20, 2013      TO: Honorable Patricia Harless, Chair, House Committee On Environmental Regulation      FROM: Ursula Parks, Director, Legislative Budget Board     IN RE:HB83 by McClendon (Relating to the implementation of county solid waste management programs in the extraterritorial jurisdiction of a municipality.), As Introduced    No fiscal implication to the State is anticipated.  The bill would amend sections of the Health and Safety Code and the Government Code to authorize a commissioners court to regulate solid waste management by establishing a mandatory program in an area of a county located within the extraterritorial jurisdiction of a municipality if the municipality does not provide solid waste disposal services in the area. Local Government Impact There could be a fiscal impact to a county that chose to establish and regulate a solid waste program; however, those amounts would vary by locality and are not anticipated to be significant.
