                    LEGISLATIVE BUDGET BOARD    Austin, Texas      FISCAL NOTE, 83RD LEGISLATIVE REGULAR SESSION            April 12, 2013      TO: Honorable Ryan Guillen, Chair, House Committee on Culture, Recreation & Tourism      FROM: Ursula Parks, Director, Legislative Budget Board     IN RE:HB840 by Guillen (Relating to the identification of breeder deer.), Committee Report 1st House, Substituted    No significant fiscal implication to the State is anticipated.  The bill would amend portions of the Parks and Wildlife Code relating to the identification of breeder deer born on or after April 1, 2014.  Under bill provisions, the Texas Parks and Wildlife Department (TPWD) database for breeder deer must allow means to identify a single breeder deer. TPWD estimates the bill would require minimal additional programming costs to the department's deer breeder database.  This analysis assumes such costs reasonably could be absorbed within the department's existing resources. The bill would take immediate effect if the bill receives two-thirds the vote in both houses.  Otherwise, the bill would take effect September 1, 2013.
