                    LEGISLATIVE BUDGET BOARD    Austin, Texas      FISCAL NOTE, 83RD LEGISLATIVE REGULAR SESSION            April 3, 2013      TO: Honorable Richard Peña Raymond, Chair, House Committee on Human Services      FROM: Ursula Parks, Director, Legislative Budget Board     IN RE:HB868 by Villarreal (Relating to exceptions to mental health information disclosure prohibitions.), Committee Report 1st House, Substituted    No significant fiscal implication to the State is anticipated.  The bill would amend Chapter 611 of the Health and Safety Code, as it relates to exceptions to mental health information disclosure prohibitions. The bill would modify the list of parties that may receive confidential information under specific circumstances. The Department of State Health Services indicates the provisions of the bill could be implemented within existing resources. The bill would take effect immediately if it receives a vote of two-thirds of all the members elected to each house; otherwise the bill takes effect September 1, 2013.  Local Government Impact No significant fiscal implication to units of local government is anticipated.
