The bill would amend Chapter 611 of the Health and Safety Code, as it relates to exceptions to mental health information disclosure prohibitions. The bill would modify the list of parties that may receive confidential information under specific circumstances. The Department of State Health Services indicates the provisions of the bill could be implemented within existing resources. The bill would take effect immediately if it receives a vote of two-thirds of all the members elected to each house; otherwise the bill takes effect September 1, 2013.
