                    LEGISLATIVE BUDGET BOARD    Austin, Texas      FISCAL NOTE, 83RD LEGISLATIVE REGULAR SESSION            May 15, 2013      TO: Honorable John Whitmire, Chair, Senate Committee on Criminal Justice      FROM: Ursula Parks, Director, Legislative Budget Board     IN RE:HB899 by Perry (Relating to certain rights of victims, guardians of victims, and close relatives of deceased victims in the criminal justice system.), As Engrossed    No significant fiscal implication to the State is anticipated.  The bill would provide that in capital murder cases, a  close relative of the deceased victim or guardian of a victim may decline to be contacted by the defendant/defendant's attorney's victim outreach specialist. The close relative or guardian may designate a victim service provider to receive all communications from any victim outreach specialist.  The close relative or guardian may have the attorney representing the state notify the defendant/defendant's attorney of the close relative's or guardian's decisions on these matters.        Local Government Impact No significant fiscal implication to units of local government is anticipated.
