Methodology Based on information provided by the Texas Education Agency (TEA), the Harris County Department of Education receives $968,805 in annual state funding, primarily for employee benefits, that would be saved if the Department were to be abolished. TEA contracts with the Harris County Department of Education to administer the Adult Basic Education program. For the purpose of this analysis, it is assumed that TEA would contract with a different organization to administer the program at a similar funding level.
