                    LEGISLATIVE BUDGET BOARD    Austin, Texas      FISCAL NOTE, 83RD LEGISLATIVE REGULAR SESSION            March 18, 2013      TO: Honorable Tan Parker, Chair, House Committee On Corrections      FROM: Ursula Parks, Director, Legislative Budget Board     IN RE:HB968 by Turner, Sylvester (Relating to the Texas Department of Criminal Justice inmate grievance system.), As Introduced    No significant fiscal implication to the State is anticipated.  The bill would amend the Government Code to require the Texas Department of Criminal Justice (TDCJ) to implement and enforce a zero-tolerance policy for failure to protect inmates from retaliation for filing a grievance. The bill would establish reporting requirements regarding the policy and related issues. TDCJ has determined that the bill would not result in a significant fiscal impact to the State. The bill would take effect immediately upon receiving a two-thirds majority vote in each house. Otherwise, the bill would take effect September 1, 2013.
