 CONCURRENT RESOLUTION
 WHEREAS, For more than two decades, the Honorable Oscar O.
 Martinez has served with distinction as a justice of the peace in
 Webb County, and it is indeed fitting to name the Precinct 4 court
 building in his honor; and
 WHEREAS, Judge Martinez was elected as justice of the peace
 for Precinct 4, Place 1, in 1991; during his tenure, he has worked
 diligently to combat truancy and disciplinary problems, and, in
 conjunction with the United States Border Patrol, he leads a new
 program for at-risk youth; he has been recognized on numerous
 occasions by the United Independent School District and other local
 agencies for his commitment to improving the lives of area
 students; and
 WHEREAS, Active in a number of professional organizations,
 Judge Martinez has served as director of the South Texas Justice of
 the Peace and Constable Association and was a founder of the Texas
 Justice Court Judges Association; moreover, he has attended the
 College of Justice Court Judges; and
 WHEREAS, This notable Texan is a veteran of the United States
 Air Force and an alumnus of Texas A&I University, and he is a
 previous director of the Laredo International Fair & Exposition;
 and
 WHEREAS, Judge Martinez has greatly benefited the people of
 Webb County through his exceptional public service and many
 contributions to the community, and naming the Precinct 4 court
 building for him would provide an appropriate tribute; now,
 therefore, be it
 RESOLVED, That the 83rd Legislature of the State of Texas
 hereby urge the Webb County Commissioners Court to name the
 Precinct 4 court building in honor of Judge Oscar O. Martinez; and,
 be it further
 RESOLVED, That the secretary of state forward an official
 copy of this resolution to the Webb County Commissioners Court.
