 A JOINT RESOLUTION
 proposing a constitutional amendment relating to the right to hunt
 and fish in accordance with state law.
 BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF TEXAS:
 SECTION 1.  Article I, Texas Constitution, is amended by
 adding Section 34 to read as follows:
 Sec. 34.  (a)  Every person has the right to hunt and fish in
 accordance with the laws of this state.
 (b)  The right to hunt and fish does not:
 (1)  create a right to trespass on private property;
 (2)  diminish a right of another person; or
 (3)  diminish the duty of the state to manage wild
 birds, fish, and game in a manner that ensures sustainable
 populations of those animals.
 SECTION 2.  This proposed constitutional amendment shall be
 submitted to the voters at an election to be held November 5, 2013.
 The ballot shall be printed to permit voting for or against the
 proposition: "The constitutional amendment recognizing the right
 of a person to hunt and fish in accordance with state law."
