H.R. No. 1824 R E S O L U T I O N WHEREAS, With his retirement on July 31, 2012, David Sinclair concluded an outstanding 40-year career with the Texas Parks and Wildlife Department, and it is a pleasure to recognize him for his exceptional record of achievement; and WHEREAS, After completing his bachelor's degree in agriculture from Tarleton State University, Mr. Sinclair graduated from the Texas Game Warden Academy at Texas A&M University in 1972; he subsequently worked as a field game warden, initially in Crockett and then in Kerrville, for the next two decades; his exemplary work earned him the appreciation of the Southeastern Association of Fish and Wildlife Agencies, which named him the Outstanding Conservation Law Enforcement Officer for Texas in 1989; and WHEREAS, Mr. Sinclair was promoted to captain at TPWD headquarters in Austin in 1993 and to assistant commander the following year, and he continued to earn positions of increasing responsibility as chief of wildlife enforcement and as chief of fisheries and wildlife enforcement; along the way, he also served as the legislative liaison for the law enforcement division, guiding it through many changes to state law over the course of 10 consecutive sessions of the legislature; for his leadership and service, he garnered the prestigious Law Enforcement Director's Meritorious Service Award in 2009; and WHEREAS, This esteemed Texan was appointed chief of staff of the fisheries, wildlife, and marine enforcement programs of the TPWD law enforcement division in January 2010, and before retiring, he served the agency as the interim director of law enforcement; and WHEREAS, Active in professional organizations as well, he is a charter member of the Texas Game Warden Association and a former president of the Association of Midwest Fish and Game Law Enforcement Officers; moreover, he served as president of the Texas Parks and Wildlife Department Mutual Association for nearly 15 years; and WHEREAS, In all of his endeavors, Mr. Sinclair enjoys the love and support of his wife, Connie, and his treasured family further includes a daughter, Darci, a son, Duff, a stepson, Chance, daughters-in-law, Billy Jo and Valerie, and grandchildren, Dylan, Dixon, Colt, and Archer; and WHEREAS, David Sinclair's dedication, professionalism, and commitment to excellence greatly benefited his fellow citizens, and he may indeed reflect with pride on his distinguished career in conservation law enforcement; now, therefore, be it RESOLVED, That the House of Representatives of the 83rd Texas Legislature hereby honor David Sinclair for his 40 years of service to the Texas Parks and Wildlife Department and extend to him sincere best wishes for continued happiness; and, be it further RESOLVED, That an official copy of this resolution be prepared for Mr. Sinclair as an expression of high regard by the Texas House of Representatives.
