 R E S O L U T I O N
 WHEREAS, Dr. Kenneth I. Shine is retiring as executive vice
 chancellor for health affairs for The University of Texas System,
 providing a fitting opportunity to honor him for his outstanding
 service to the state; and
 WHEREAS, A widely recognized expert in health care reform,
 Dr. Shine earned his M.D. from Harvard Medical School in 1961 and
 went on to specialize in cardiology and physiology; and
 WHEREAS, He served as the dean and provost for medical
 sciences at UCLA, where he remains professor of medicine emeritus,
 and in 1992 he became president of the Institute of Medicine; during
 10 years in that post, Dr. Shine oversaw a myriad of projects
 addressing key issues in medicine and health care, and he worked to
 ensure that scientific findings were thoroughly disseminated; he
 was subsequently named founding director of the RAND Center for
 Domestic and International Health Security and led its efforts to
 make health a priority of U.S. foreign policy; and
 WHEREAS, In November 2003, this dynamic health care
 professional joined the UT System, and he has since overseen the
 management of six UT health institutions with a combined total
 operating budget of nearly $8.4 billion; he has directed a number of
 important initiatives, including the Transformation in Medical
 Education program and efforts to establish a new medical school in
 Austin, and he was instrumental in six presidential searches;
 moreover, he took on additional responsibilities in 2008 and 2009
 as interim chancellor for 10 months; throughout his tenure, he has
 been guided by a deep commitment to making health care more
 affordable and accessible for all Texans; and
 WHEREAS, Dr. Shine further contributes to his profession as a
 fellow of the American College of Cardiology and as a master of the
 American College of Physicians; elected to the Institute of
 Medicine in 1988, he is a former chair of the Council of Deans of the
 Association of American Medical Colleges, and he served a term as
 president of the American Heart Association; and
 WHEREAS, Ken Shine has served the UT community and the health
 care field with remarkable innovation and leadership, and his
 accomplishments have benefited citizens across the Lone Star State;
 now, therefore, be it
 RESOLVED, That the House of Representatives of the 83rd Texas
 Legislature hereby congratulate Dr. Kenneth Shine on his retirement
 from The University of Texas System and extend to him sincere best
 wishes for continued success and happiness; and, be it further
 RESOLVED, That an official copy of this resolution be
 prepared for Dr. Shine as an expression of high regard by the Texas
 House of Representatives.
