No. 715 R E S O L U T I O N WHEREAS, Residents of Plano have greatly benefited from the leadership of Mayor Phil Dyer, who will conclude his tenure in May 2013; and WHEREAS, Phil Dyer became involved in civic affairs in 1984 as a member of the Horizon Committee, which drafted the first comprehensive plan for the city; from 1986 to 1992, he served on the Plano Parks and Recreation Board, and he later served on the Planning and Zoning Commission from 1995 until 1999, when he was elected to the city council; and WHEREAS, After six years as a council member, Mr. Dyer was elected mayor of Plano in 2009; during his term, he has helped guide the city through challenging fiscal times without raising taxes, promoted business development, and worked with the city council to further enhance the quality of life for area residents; and WHEREAS, In addition to serving in municipal government, Mayor Dyer is the president of LegacyTexas Bank and has chaired the boards of numerous local organizations, including United Way, Hope's Door, the Collin County Chapter of the American Red Cross, and the Plano Chamber of Commerce; moreover, Mayor Dyer has been a member of the Collin County Child Protective Services Board, the Plano Parks Foundation, and the Plano Economic Development Board, among many other groups; for his commitment to the community, Mayor Dyer was named Plano's Citizen of the Year in 1998; and WHEREAS, While navigating his many professional and charitable commitments, Mayor Dyer has enjoyed the support of his wife, Margaret, and their two sons, Graham and Adam; and WHEREAS, Mayor Dyer has distinguished himself through his outstanding record of public service and civic engagement, and in so doing, he has helped to make Plano an even better place in which to live and work; now, therefore, be it RESOLVED, That the House of Representatives of the 83rd Texas Legislature hereby commend Mayor Phil Dyer for his outstanding contributions to the city of Plano and extend to him sincere best wishes for the future; and, be it further RESOLVED, That an official copy of this resolution be prepared for Mayor Dyer as an expression of high regard by the Texas House of Representatives.
