 R E S O L U T I O N
 WHEREAS, An esteemed educator and administrator, Dr. Kay
 Eggleston was appointed president of Richland College in May 2012;
 and
 WHEREAS, After serving as interim president for more than two
 years, Dr. Eggleston was named president by the Dallas County
 Community College District board of trustees; among her
 accomplishments as interim president were reorganizing operations,
 reducing the operating budget, and securing grant support for
 several national education practice initiatives; and
 WHEREAS, Dr. Eggleston joined the administration of Richland
 College in 1998 as vice president for community and economic
 development; she went on to serve as vice president for
 institutional effectiveness and economic development before being
 named executive vice president and chief operating officer in
 September 2008; during this time, Richland became the first
 community college in the country to receive the Malcolm Baldrige
 National Quality Award and the first accredited higher education
 institution in Texas to receive the Texas Award for Performance
 Excellence; and
 WHEREAS, Committed to her profession, Dr. Eggleston has
 served on a number of statewide higher education committees and
 task forces and is currently a member of the American Association of
 Community Colleges' National Commission on Communications and
 Marketing; she is the recipient of numerous honors, including the
 Carl M. Nelson Administrative Leadership Award from the Texas
 Association of Community Colleges, and she has been selected as
 Administrator of the Year by both the Dallas County Community
 College District and Richland College; and
 WHEREAS, She has also given generously of her time and
 talents to the community as a member of the Richardson Chamber of
 Commerce advisory board and board of directors and the Garland
 Chamber of Commerce board of directors; a graduate of Leadership
 Richardson, she further contributes to her fellow citizens through
 her involvement in the Richardson Rotary Club and Altrusa
 International, Inc. of Downtown Dallas; and
 WHEREAS, Dr. Eggleston holds bachelor's and master's degrees
 in nursing as well as a doctoral degree in management and
 administrative sciences from The University of Texas at Dallas; and
 WHEREAS, Richland College continues to gain immeasurably
 from the astute guidance and steady hand of Dr. Kay Eggleston, and
 it is indeed a pleasure to acknowledge her ongoing role in advancing
 the success of that institution; now, therefore, be it
 RESOLVED, That the House of Representatives of the 83rd Texas
 Legislature hereby congratulate Dr. Kay Eggleston on her
 appointment as president of Richland College and commend her for
 her leadership; and, be it further
 RESOLVED, That an official copy of this resolution be
 prepared for Dr. Eggleston as an expression of high regard by the
 Texas House of Representatives.
