                    LEGISLATIVE BUDGET BOARD    Austin, Texas      FISCAL NOTE, 83RD LEGISLATIVE REGULAR SESSION            April 13, 2013      TO: Honorable John Whitmire, Chair, Senate Committee on Criminal Justice      FROM: Ursula Parks, Director, Legislative Budget Board     IN RE:SB1003 by Carona (Relating to the creation of the Adult and Juvenile Administrative Segregation Task Force.), As Introduced    No significant fiscal implication to the State is anticipated.  The bill would establish a task force to conduct a comprehensive review of adult and juvenile administrative segregation policies and practices, and make findings and policy recommendations relating to the use of administrative segregation in local and state confinement facilities. The task force would consist of 18 members designated by various state and private entities, six of which are designated by the Governor. The members would not be entitled to compensation, but would be entitled to reimbursement of necessary expenses as provided by the General Appropriations Act. The task force would be abolished on August 31, 2015. It is assumed any cost to implement provisions of the bill would be minimal and could be absorbed within available resources. The bill would take effect immediately if it receives a vote of two-thirds of all the members elected to each house, otherwise the bill would take effect September 1, 2013. Local Government Impact No significant fiscal implication to units of local government is anticipated.
