The bill would amend the Utilities Code relating to automated dial announcing devices. The bill would provide a definition for telephone solicitation. The bill would expand the exemptions from provisions related to automated dial announcing devices to include automated dial announcing devices used by a municipality to deliver information to citizens of the municipality regarding a public health, safety, or welfare issue, and automated dial announcing devices used by an organization to a member of the organization. The bill would also make provisions related to automated dial announcing devices applicable to such devices that are used to make telephone calls that originate or terminate in this state. Based on information provided by the Public Utility Commission (PUC), implementing the provisions of the bill could result in the PUC issuing additional permits for automated dial announcing devices; however, this analysis assumes the number of additional permits would be minimal, resulting in no significant fiscal impact to the state.
