BILL ANALYSIS S.B. 1101 By: Van de Putte Technology Committee Report (Unamended) BACKGROUND AND PURPOSE The Texas Cybersecurity, Education and Economic Development Council, established during the 82nd Legislature, Regular Session, was tasked with making recommendations regarding improving the infrastructure of this state's cybersecurity operations and examining specific actions to accelerate the growth of cybersecurity as an industry in this state. Currently, the Council is set to be abolished on September 1, 2013. Interested parties contend that the role of the council will be especially important as various aspects of the recommendations made in the council's 2012 report begin to be put into action. S.B. 1101 will extend the Texas Cybersecurity, Education, and Economic Development Council for an additional two years. RULEMAKING AUTHORITY It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution. ANALYSIS S.B. 1101 amends Section 2054.506, Government Code, to provide that this subchapter expires and the Cybersecurity, Education, and Economic Development Council is abolished September 1, 2015, rather than September 1, 2013. EFFECTIVE DATE Upon passage, or, if the Act does not receive the necessary vote, the Act takes effect on the 91st day after the last day of the legislative session.
