                    BILL ANALYSIS             C.S.S.B. 111     By: Lucio     Culture, Recreation & Tourism     Committee Report (Substituted)             BACKGROUND AND PURPOSE    Interested parties express the importance of building greater awareness of Texas' unique historic places and encouraging the long-term preservation of significant cultural resources that have survived in Texas communities for many generations. C.S.S.B. 111 seeks to give the Texas Historical Commission another tool in preserving historic sites in communities across Texas by requiring the commission to designate certain historic buildings as Texas Historical Use Buildings.       RULEMAKING AUTHORITY    It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution.       ANALYSIS    C.S.S.B. 111 amends the Government Code to require the Texas Historical Commission to specially designate as a Texas Historical Use Building that is considered worthy of preservation because of its history, culture, or architecture a building that is currently used regularly for a purpose that benefits the community in which the building is located, as determined by the commission, and that has been used regularly for such a purpose for at least 150 years.        EFFECTIVE DATE    September 1, 2013.       COMPARISON OF ORIGINAL AND SUBSTITUTE   C.S.S.B. 111 differs from the engrossed version by adding a Texas Legislative Council document footer.
