The bill would amend Chapter 51 of the Property Code, regarding property liens, to allow a court, in an expedited foreclosure proceeding, to conduct hearings or order the parties to mediate a foreclosure dispute.  The court would be allowed to appoint a mediator if the parties cannot agree on a mediator. The Texas Supreme Court would not be allowed to amend or adopt a rule in conflict with this provision. The bill would not affect taxable property values, tax rates, collection rates, or any other variable which might affect the revenues of units of local governments or the state. The bill would take effect on September 1, 2013.  Local Government Impact No fiscal implication to units of local government is anticipated.
