Fiscal Analysis
The bill would require free parking in a parking lot or garage near the Capitol to be provided for state employees whose presence at the Capitol is requested by a member of the Legislature. The bill would require any lease of a state-owned parking lot or garage near the Capitol to provide free parking to a state employee whose presence at the Capitol is requested by a member of the Legislature.
Methodology
The State Preservation Board estimates implementation of the bill would result in a loss of revenue to the Capitol Fund of $16,000 in each fiscal biennium. Based on the number of employees outside of the Capitol Complex who have received card access to the Capitol, the estimate assumes free parking would be required for approximately 500 state employees. It is assumed the affected state employees would be called to the Capitol an average of six times during legislative session years and an average of 2 times during non-session years and would stay long enough at the Capitol to incur a $4 parking fee. Based on these assumptions, a loss of $4,000 during non-session years and $12,000 during session years is anticipated for the Capitol Fund, which is a fund outside the state treasury. The Facilities Commission and Department of Public Safety indicate the provisions of the bill would not result in a significant fiscal impact to revenues or costs.
