                    LEGISLATIVE BUDGET BOARD    Austin, Texas      FISCAL NOTE, 83RD LEGISLATIVE REGULAR SESSION            March 26, 2013      TO: Honorable Robert Nichols, Chair, Senate Committee on Transportation      FROM: Ursula Parks, Director, Legislative Budget Board     IN RE:SB1253 by Zaffirini (Relating to the relationship between Texas Department of Transportation toll projects and adjoining free roads.), As Introduced    No significant fiscal implication to the State is anticipated.  The bill would amend the Transportation Code to prohibit the Texas Transportation Commission from taking an action in designing, constructing, or operating a toll project that, without engineering justification, incentivizes the use of the project by discouraging the use of adjoining free roads. The bill would prescribe the manner in which the Texas Department of Transportation (TxDOT) is to construct exit lanes from toll projects.  Based on the information provided by TxDOT, it is assumed any costs or duties associated with implementing the provisions of the bill could be absorbed within existing resources.
