The bill would amend the Transportation Code to prohibit the Texas Transportation Commission from taking an action in designing, constructing, or operating a toll project that, without engineering justification, incentivizes the use of the project by discouraging the use of adjoining free roads. The bill would prescribe the manner in which the Texas Department of Transportation (TxDOT) is to construct exit lanes from toll projects. Based on the information provided by TxDOT, it is assumed any costs or duties associated with implementing the provisions of the bill could be absorbed within existing resources. Local Government Impact No fiscal implication to units of local government is anticipated.
