This bill authorizes wineries to remain open until 2 a.m. on January 1 to accommodate New Year's Eve celebrations. As proposed, S.B. 131 amends current law relating to the hours of sale and consumption of wine at a winery. RULEMAKING AUTHORITY This bill does not expressly grant any additional rulemaking authority to a state officer, institution, or agency. SECTION BY SECTION ANALYSIS SECTION 1. Amends Section 105.08, Alcoholic Beverage Code, to authorize the holder of a winery permit to sell, offer for sale, and deliver wine, and a person to consume wine on the premises of a winery between 8 a.m. and midnight on any day except Sunday; between 10 a.m. and midnight on Sunday; and between midnight and 2 a.m. on New Year's Day.
