                    LEGISLATIVE BUDGET BOARD    Austin, Texas      FISCAL NOTE, 83RD LEGISLATIVE REGULAR SESSION            May 10, 2013      TO: Honorable Jimmie Don Aycock, Chair, House Committee on Public Education      FROM: Ursula Parks, Director, Legislative Budget Board     IN RE:SB1352 by Van de Putte (Relating to inclusion of mental health concerns in existing state and local coordinated school health efforts.), As Engrossed    No fiscal implication to the State is anticipated.  The bill would require local school health advisory councils (SHACs) to review the adopted health education curriculum for accuracy and inclusion of mental health topics. The SHAC would be required to make professional development and policy recommendations that included recommendations related to mental health issues.  The bill would require the Texas Education Agency (TEA) to include prevention of mental health concerns as part of any coordinated health programs available to school districts. Local Government Impact No significant fiscal implication to units of local government is anticipated. There could be administrative costs to school districts to implement SHAC recommendations related to professional development, policies, and curriculum.
