The bill would amend the Election Code to allow a political party to utilize a "winner-take-all" method of allocation when allocating delegates for a presidential primary election. The Secretary of State indicates the provisions of the bill could be implemented within existing resources. The bill would take effect immediately if it receives a vote of two-thirds of each house; if not, it will take effect on September 1, 2013. Local Government Impact No significant fiscal implication to units of local government is anticipated.
