                    LEGISLATIVE BUDGET BOARD    Austin, Texas      FISCAL NOTE, 83RD LEGISLATIVE REGULAR SESSION            April 6, 2013      TO: Honorable Robert Duncan, Chair, Senate Committee on State Affairs      FROM: Ursula Parks, Director, Legislative Budget Board     IN RE:SB1398 by Estes (Relating to rules governing the allocation of delegates to a political party's national presidential nominating convention.), As Introduced    No significant fiscal implication to the State is anticipated.  The bill would amend the Election Code to allow a political party to utilize a "winner-take-all" method of allocation when allocating delegates for a presidential primary election. The Secretary of State indicates the provisions of the bill could be implemented within existing resources. The bill would take effect immediately if it receives a vote of two-thirds of each house; if not, it will take effect on September 1, 2013.
