                    LEGISLATIVE BUDGET BOARD    Austin, Texas      FISCAL NOTE, 83RD LEGISLATIVE REGULAR SESSION            April 9, 2013      TO: Honorable Robert Duncan, Chair, Senate Committee on State Affairs      FROM: Ursula Parks, Director, Legislative Budget Board     IN RE:SB1398 by Estes (Relating to rules governing the allocation of delegates to a political party's national presidential nominating convention.), Committee Report 1st House, Substituted    No significant fiscal implication to the State is anticipated.  The bill would amend the Election Code to allow a political party to utilize either a "winner-take-all" or proportional method of allocation when allocating delegates for a presidential primary election. The bill would allow for the allocation to be based on state senatorial district popular vote totals. The Secretary of State indicates the provisions of the bill could be implemented within existing resources. The bill would take effect immediately if it receives a vote of two-thirds of each house; if not, it will take effect on September 1, 2013.
