The bill would amend the Election Code to allow a political party to utilize either a "winner-take-all" or proportional method of allocation when allocating delegates for a presidential primary election. The bill would allow for the allocation to be based on state senatorial district popular vote totals. The Secretary of State indicates the provisions of the bill could be implemented within existing resources. The bill would take effect immediately if it receives a vote of two-thirds of each house; if not, it will take effect on September 1, 2013. Local Government Impact No significant fiscal implication to units of local government is anticipated.
