The bill would require the Texas Parks and Wildlife Department (TPWD) to implement the provisions of Chapter 43, Subchapter R-1 of the Parks and Wildlife Code relating to mule deer management by December 31, 2013. TPWD anticipates additional programming costs to the deer breeder database in fiscal year 2014 to issue mule deer, deer management permits (DMP). Also, TPWD anticipates additional revenue to the General Revenue-Dedicated Game, Fish and Water Safety Account No. 9 for new DMP issuances. This analysis assumes programming costs could reasonably be absorbed within TPWD's existing resources and any new revenue would not reflect a significant fiscal implication to the Game, Fish and Water Safety Account. The bill would be effective September 1, 2013. Local Government Impact No fiscal implication to units of local government is anticipated.
