The bill would amend the Code of Criminal Procedure to add provisions for the forfeiture of certain substitute property and certain personal property removed from the state and to specify the procedure for suits for the proceeds of certain crimes. The changes in law made by the bill would apply only to offenses committed on or after the bill's effective date. The bill specifies that if an element of an offense was committed before the bill's effective date, the offense is considered to have been committed before the bill's effective date. The bill would take effect September 1, 2013. The Department of Public Safety does not anticipate that the bill will have a significant fiscal impact on the agency. The Office of Court Administration does not anticipate any significant fiscal impact to the court system resulting from the bill. Local Government Impact No significant fiscal implication to units of local government is anticipated.
