The bill would amend the Education Code Sec. 30.022 relating to the management services for the physical facilities of the Texas School for the Blind and Visually Impaired (TSBVI) and the Texas School for the Deaf (TSD) from the schools board of trustees to the Texas Facilities Commission (TFC).   The bill would transfer to the Texas Facilities Commission, no later than January 1, 2014, any obligations and contracts, all property and records in the custody of TSBVI, and all funds appropriated by the legislature relating to the duties and responsibilities for the management of the TSBVIs physical facilities under Government Code Sec. 2165.007.  In addition, the bill would also require TSBVI and TFC to enter into a memorandum of understanding relating to that transfer.  The bill would transfer to the Texas Facilities Commission, no later than January 1, 2014, any obligations and contracts, all property and records in the custody of Texas School for the Deaf, and all funds appropriated by the legislature relating to the duties and responsibilities for the management of the TSDs physical facilities under Government Code Sec. 2165.007.  In addition, the bill would also require TSD and TFC to enter into a memorandum of understanding relating to that transfer.  Based on the analysis of TSBVI, TSD, and TFC, it is assumed that any duties and responsibilities associated with implementing the provisions of the bill could be accomplished by utilizing existing resources. The bill would take effect September 1, 2013. Local Government Impact No fiscal implication to units of local government is anticipated.
