The bill would amend Chapter 102 of the Health and Safety Code to prohibit bond proceeds from the issuance of bonds authorized by Section 67, Article III of the Texas Constitution from being appropriated to the Cancer Prevention and Research fund. The bill would also expand the use of the fund to pay debt service on cancer related bonds. The bill would take effect immediately if it receives a two-thirds vote in each house, otherwise the bill would take effect September 1, 2013. Local Government Impact No fiscal implication to units of local government is anticipated.
