The bill would amend the Natural Resources Code to authorize a person who owns property that borders a line of vegetation establishing the boundary of a public beach to grant an easement on the property to the state, a county, or a municipality to construct and maintain a dune project as defined by the provisions. An agreement would provide that the seaward boundary of the easement may be affected by gradual changes in the line of vegetation, but not by changes caused by an avulsive event. The General Land Office (GLO) indicated no fiscal implication to the GLO is anticipated. Local Government Impact No fiscal implication to units of local government is anticipated.
