                    LEGISLATIVE BUDGET BOARD    Austin, Texas      FISCAL NOTE, 83RD LEGISLATIVE REGULAR SESSION            April 15, 2013      TO: Honorable Jane Nelson, Chair, Senate Committee on Health & Human Services      FROM: Ursula Parks, Director, Legislative Budget Board     IN RE:SB1576 by Zaffirini (Relating to a study and report of issues affecting persons with disabilities at state agencies and postsecondary educational institutions.), As Introduced    No significant fiscal implication to the State is anticipated.  The bill would amend the Human Resources Code to require the Governor's Committee on People with Disabilities to collaborate with the Texas Higher Education Coordinating Board to conduct a study to identify difficulties that persons with disabilities are encountering at state agencies and postsecondary educational institutions that receive state or federal funds, and include the results of the study, and any recommendations for legislative or administrative action, in the Committee's biannual report submitted to the governor and the legislature before the end of each even-numbered year.  The Office of the Governor and the Texas Higher Education Coordinating Board indicate the provisions of the bill could be implemented within existing resources. This bill would take effect immediately if it receives a vote of two-thirds of each house; if not, it will take effect on September 1, 2013. Local Government Impact No fiscal implication to units of local government is anticipated.
