The bill would amend the Transportation Code to authorize the Texas Department of Transportation (TxDOT) to enter into a comprehensive development agreement (CDA) for a nontolled state highway improvement project authorized by the legislature. The bill would amend the list of specific projects for which TxDOT or a regional mobility authority may enter into a CDA and extend the expiration date for the authority to enter into a CDA for these projects by two years to fiscal year 2017. Based on the information provided by TxDOT, it is assumed that any costs or duties associated with executing a CDA under the provisions of the bill would be accommodated within existing resources and through the allocation of the agency's existing highway planning and construction appropriations. Local Government Impact No fiscal implication to units of local government is anticipated.
