The bill would amend Chapter 504 of the Transportation Code to define license plate flipper device and would establish misdemeanor and felony penalties relating to the installation, possession, distribution, manufacturing, or selling of the device. A Class A misdemeanor is punishable by a fine of not more than $4,000, confinement in jail for a term not to exceed one year, or both. A Class B misdemeanor is punishable by a fine of not more than $2,000, confinement in jail for a term not to exceed 180 days, or both. According to the Department of Public Safety, no fiscal impact to the department is anticipated. No significant impact to correctional populations is expected from this bill. Local Government Impact Costs associated with enforcement, prosecution and confinement could likely be absorbed within existing resources.
