                    LEGISLATIVE BUDGET BOARD    Austin, Texas      FISCAL NOTE, 83RD LEGISLATIVE REGULAR SESSION            May 6, 2013      TO: Honorable Troy Fraser, Chair, Senate Committee on Natural Resources      FROM: Ursula Parks, Director, Legislative Budget Board     IN RE:SB1760 by Uresti (Relating to the development of brackish groundwater.), As Introduced    No significant fiscal implication to the State is anticipated.  The bill would amend the Water Code to require the Water Development Board (WDB) to adopt rules for the permitting of brackish groundwater production, as described. The bill would require regional planning groups to submit plans that includes whether opportunities exist to develop brackish groundwater or seawater production.  The WDB indicates any duties as a result of the bill would not result in a fiscal implication to the agency. The bill would take effect September 1, 2013. Local Government Impact No significant fiscal implication to units of local government is anticipated.
