The bill would require the Texas Juvenile Justice Board to appoint an advisory committee to develop a plan to end the practice of fingerprinting children committed to the Texas Juvenile Justice Department for delinquent conduct, other than felony conduct. The Texas Juvenile Justice Department has determined that the bill would not result in a significant fiscal impact to the State. This Act takes effect immediately if it receives a vote of two-thirds of all the members elected to each house, as provided by Section 39, Article III, Texas Constitution. If this Act does not receive the vote necessary for immediate effect, this Act takes effect September 1, 2013.
