The bill would amend Chapter 191 of the Health and Safety Code relating to funding of the Texas Home Visiting Program. The bill would allow the Department of State Health Services (DSHS) to collect fees for vital statistics services exceeding the amount necessary to administer the vital statistics system. The bill would allow a portion of the fees collected to be appropriated to the Health and Human Services Commission (HHSC) to fund the Texas Home Visiting Program. The bill would take effect on September 1, 2013. The bill may have a fiscal impact dependent on the availability of new revenue. It is assumed that the fees will be increased to cover any additional costs; however there could be a cost to the fund if HHSC were appropriated funds in excess of the amount of revenue collected in a fiscal year. Local Government Impact No fiscal implication to units of local government is anticipated.
