                    BILL ANALYSIS             S.B. 1852     By: Paxton     Special Purpose Districts     Committee Report (Unamended)             BACKGROUND AND PURPOSE    Interested parties note the need to amend the powers of the Collin County Water Control and Improvement District No. 3 to include, among other things, the power to undertake certain road improvements because the parties contend that road infrastructure is necessary to promote the development of the district. S.B. 1852 seeks to address this concern.       RULEMAKING AUTHORITY    It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution.       ANALYSIS    S.B. 1852 amends the Special District Local Laws Code to establish provisions relating to the Collin County Water Control and Improvement District No. 3 to provide certain improvements and road projects. The district's powers and duties include, subject to certain requirements, the authorization to issue obligations and impose property taxes. The bill establishes that the district retains all rights, powers, privileges, authorities, duties, and functions that it had before the bill's effective date.       EFFECTIVE DATE    On passage, or, if the bill does not receive the necessary vote, September 1, 2013.
