                    LEGISLATIVE BUDGET BOARD    Austin, Texas      FISCAL NOTE, 83RD LEGISLATIVE REGULAR SESSION            May 6, 2013      TO: Honorable Troy Fraser, Chair, Senate Committee on Natural Resources      FROM: Ursula Parks, Director, Legislative Budget Board     IN RE:SB239 by Van de Putte (Relating to combination resident hunting and fishing licenses for military personnel.), As Introduced    No significant fiscal implication to the State is anticipated.  The bill would amend the Parks and Wildlife Code to relating to combination hunting and fishing licenses.  The bill would require the Texas Parks and Wildlife Commission to waive the combination hunting and fishing license fee charged for certain individuals: 1) a qualified disabled veteran; 2) a resident with a valid military ID on active duty with US military forces; or 3) an individual actively participating in the Texas Army National Guard, Texas Air National Guard, or Texas State Guard. Bill provisions would not apply to retired military personnel or dependents of military personnel.  To the extent the waiver of fees for the individuals, as described, would result in a revenue loss to the General Revenue-Dedicated Game, Fish and Water Safety Account No. 9, the loss is not anticipated to result in a significant fiscal implication to the account. The bill would take immediate effect if the bill receives two-thirds vote of all members in both houses.  Otherwise, the bill would take effect September 1, 2013.
