The bill would amend the Code of Criminal Procedure to require that transcripts currently required to be prepared in connection with certain habeas corpus hearings be immediately transmitted to the clerk of the convicting court. The bill would take effect September 1, 2013, and would apply only to applications for writs of habeas corpus filed on or after that date. Local Government Impact No significant fiscal implication to units of local government is anticipated.
