                    LEGISLATIVE BUDGET BOARD    Austin, Texas      FISCAL NOTE, 83RD LEGISLATIVE REGULAR SESSION            April 15, 2013      TO: Honorable Kel Seliger, Chair, Senate Committee on Higher Education      FROM: Ursula Parks, Director, Legislative Budget Board     IN RE:SB27 by Zaffirini (relating to the Texas B-On-time student loan program.), Committee Report 1st House, Substituted    No significant fiscal implication to the State is anticipated.  The bill amends Education Code as it relates to the B-On-time student loan program. Under provisions of the bill, public state colleges would not participate in the Texas B-on-Time Loan Program. Although the bill modifies eligibility requirements for the program in regards to two year institutions participating in the program, the amounts disbursed to students attending two year institutions are not significant compared to state appropriations for the program. Therefore any impact on general revenue funds is not considered significant to the state.  Local Government Impact No significant fiscal implication to units of local government is anticipated.
