The bill would amend the Water Code to require the Water Development Board (WDB), after consulting with the groundwater conservation districts (GWCD), to adopt rules requiring the owner or operator of certain water wells to report well withdrawals to the GWCDs or directly to the WDB, if the well is not located in a GWCD. The WDB anticipates any rulemaking requirements as a result of the bill could be accomplished within the agencys existing resources. The bill would take effect September 1, 2013. Local Government Impact No significant fiscal implication to units of local government is anticipated.
