                    LEGISLATIVE BUDGET BOARD    Austin, Texas      FISCAL NOTE, 83RD LEGISLATIVE REGULAR SESSION            February 18, 2013      TO: Honorable Troy Fraser, Chair, Senate Committee on Natural Resources      FROM: Ursula Parks, Director, Legislative Budget Board     IN RE:SB272 by Seliger (Relating to water well recordkeeping and reporting requirements, including the production, use, and withdrawal of groundwater.), As Introduced    No significant fiscal implication to the State is anticipated.   The bill would amend the Water Code to require the Water Development Board (WDB), after consulting with the groundwater conservation districts (GWCD), to adopt rules requiring the owner or operator of certain water wells to report well withdrawals to the GWCDs or directly to the WDB, if the well is not located in a GWCD.  The WDB anticipates any rulemaking requirements as a result of the bill could be accomplished within the agencys existing resources.     The bill would take effect September 1, 2013.
