The bill would amend the Water Code to require a groundwater conservation districts (GWCD) to keep any records that it may require of the drilling, equipping and completing of water wells, and of the production and use of groundwater. Under bill provisions, should a GWCD require such records, the GWCD would be required to provide those records and reports to the Texas Water Development Board on an annual basis. The bill would take effect September 1, 2013. Local Government Impact No significant fiscal implication to units of local government is anticipated.
