LEGISLATIVE BUDGET BOARD Austin, Texas FISCAL NOTE, 83RD LEGISLATIVE REGULAR SESSION February 22, 2013 TO: Honorable Rodney Ellis, Chair, Senate Committee On Open Government FROM: Ursula Parks, Director, Legislative Budget Board IN RE:SB293 by Williams (Relating to the authority of certain water districts to hold meetings by teleconference or videoconference.), As Introduced No fiscal implication to the State is anticipated. The bill would amend Chapter 551 of the Government Code to authorize certain water districts to hold a meeting by telephone or video conference call under specified circumstances and would require that such meetings be visible and audible to the public; be recorded by audio and video; and have two-way audio and video communications. Local Government Impact There could be significant costs to certain water districts related to the additional conference call requirements; however, the amounts would vary depending on the number of meetings held, and the current procedures and technical equipment available. It is assumed that a water district would only hold a conference call meeting if sufficient resources were available or the additional requirements would not result in a significant negative fiscal impact.
