                    BILL ANALYSIS             S.B. 351     By: Hegar     Special Purpose Districts     Committee Report (Unamended)             BACKGROUND AND PURPOSE    The Willow Point Municipal Utility District of Fort Bend and Waller Counties encompasses an area of land outside the corporate limits of any city and within the extraterritorial jurisdiction of the City of Houston in Fort Bend and Waller Counties, Texas. The land located within the district is proposed to be single family residential and commercial development and therefore road services must be secured. S.B. 351 seeks to address this need by establishing provisions relating to the powers and duties of the district.       RULEMAKING AUTHORITY    It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution.       ANALYSIS    S.B. 351 amends the Special District Local Laws Code to establish provisions relating to the Willow Point Municipal Utility District of Fort Bend and Waller Counties. The bill grants the district the power to undertake certain road projects and authorizes the district, subject to certain requirements, to issue obligations and impose a tax.       EFFECTIVE DATE    On passage, or, if the bill does not receive the necessary vote, September 1, 2013.
