The bill would require that the multidisciplinary team evaluating the child for special education services include a certified orientation and mobility specialist. Local Government Impact A school district or charter school would be required to ensure that the evaluation of a child's initial eligibility for special education services on the basis of visual impairment be conducted by a certified orientation and mobility specialist (COMS) under a variety of conditions and settings and that the COMS be included on the multidisciplinary team evaluating the child's initial eligibility.
