The bill would amend the Local Government Code relating to the regulation of temporary common worker employers and provide a criminal penalty. This analysis assumes that duties and responsibilities associated with implementing the provisions of the bill could be accomplished utilizing existing resources based on information provided by the Department of Licensing and Regulation (TDLR) and the Department of Insurance. This analysis also assumes that a revenue loss would be realized with the implementation of the bill based on information provided by TDLR; however, it is also assumed that the amount of revenue lost from the licensing and administrative penalty collections each year would be insignificant. Local Government Impact New revenue generated to municipalities would vary depending on existing policies in a given locality, how the bill would be implemented, and the number of licenses granted under the provisions of the bill; however, the fiscal impact is not anticipated to be significant.
