                    LEGISLATIVE BUDGET BOARD    Austin, Texas      FISCAL NOTE, 83RD LEGISLATIVE REGULAR SESSION            March 11, 2013      TO: Honorable Jane Nelson, Chair, Senate Committee On Health & Human Services      FROM: Ursula Parks, Director, Legislative Budget Board     IN RE:SB49 by Zaffirini (Relating to transitional living assistance and appropriate care settings for children with disabilities who reside in general residential operations.), Committee Report 1st House, Substituted    No significant fiscal implication to the State is anticipated.  The bill would amend the Government Code as it relates to transitional living assistance and appropriate care settings for children with disabilities who reside in general residential operations. If a state agency determines that a waiver or authorization from a federal agency is necessary for implementing the provisions of the bill, the agency affected by the provisions would be authorized to request the waiver or authorization and delay implementation until the waiver or authorization is granted. The bill would take effect immediately if it receives a vote of two-thirds of all the members elected to each house. If the bill does not receive the necessary vote for immediate effect, the bill would take effect September 1, 2013. The Department of Family and Protective Services and the Department on Aging and Disabililty Services do not anticipate any significant fiscal impacts as a result of complying with the provisions of the bill. Local Government Impact No significant fiscal implication to units of local government is anticipated.
