The bill amends various sections of the Education Code as it relates to the authority of the Higher Education Coordinating Board (Board) to review and approve capital projects and purchases of real property at public institutions of higher education in the state. Under provisions of the bill, the Board may review construction, repair, or rehabilitation of buildings and facilities at institutions of higher education to determine whether the construction, rehabilitation, or repair meets the standards adopted by board rule for cost, efficiency and space use, but the construction, rehabilitation, or repair is not contingent on Board review. The bill includes a similar provision related to the Board review of purchases of real property added to an institution's educational and general buildings and facilities inventory. Provisions of the bill would be implemented within existing resources.  Local Government Impact No fiscal implication to units of local government is anticipated.
