The bill would establish the Expanded Learning Opportunities Council (ELOC), comprising 13 members representing various stakeholders, to study and develop a comprehensive statewide action plan concerning expanded learning opportunities for public school students. The ELOC would be required to submit a report to both chambers of the Legislature, the Governor, and the Texas Education Agency (TEA) by November 1 of each even-numbered year with the status of the statewide plan, actions taken, areas needing improvement, recommended changes to the plan, and programs and services that address expanded learning opportunities. The bill would require the ELOC to meet in person at least three times per year, and would prohibit members from receiving compensation for serving on the ELOC. The bill would allow the TEA to accept gifts, grants, or donations on behalf of the ELOC. This bill has no direct fiscal implications for the Foundation School Program (FSP) and no significant impact on the operations of the TEA. The commissioner of education would appoint ELOC members. The agency would be required to provide information to the ELOC upon request to assist the ELOC with carrying out their duties.
